This is typically caused by the file size of the document. To fix we must reduce it, follow these steps.
- Right-Click and download the file 
**depending on the size of the file this may take a long time**

 - Save it to your Documents folder
 - Open the file from your Documents folder
 - Go to File > Save as Other > Reduced Size PDF

 - Set compatibility to Acrobat 10.0 and later

 - Click OK and add (Reduced) to the beginning of the file name before saving.

 - Now upload the document back into Axcess Document
